Paedophile doctor Myles Bradbury "manipulated" hospital rules to avoid detection as he abused 18 boys, a report has found.The independent review found Bradbury had taken advantage of appointment systems and a chaperone policy for young patients - allowing him to abuse children as their parents sat on the other side of a curtain.
The report said some staff at Addenbrooke's Hospital in Cambridgeshire believed the policy of children being accompanied by an adult for intimate examinations existed to protect medics rather than children.
Bradbury, who worked as a consultant haematologist at the hospital, is serving a 16-year jail sentence after pleading guilty to more than 20 offences, including sexual assault and voyeurism.
The medic - whose victims suffered from leukaemia, haemophilia and other serious conditions - also admitted possessing more than 16,000 indecent images involving boys between 10 and 16.
Bradbury filmed some of his victims - some of whom have since died - using a spy pen during consultations and was described by a trial judge as one of the worst paedophiles he had ever seen.
The report found Bradbury had broken the rules by seeing children aged under 14 on their own and carrying out intimate examinations of them during those appointments.
No member of staff at the hospital had been specifically tasked with monitoring policies on chaperones and intimate examinations, the report found.
Colleagues did not notice that Bradbury had been seeing some patients unnecessarily and were unaware that he was making appointments by contacting families directly.
They noticed that he was reluctant to have medical students with him when he saw patients, but they accepted his excuses - that he was busy and did not like students to be present when he had sensitive discussions with families.
